The ombuds programs support people experiencing issues with service providers while receiving long term care, behavioral health, or developmental disability services.
The Department of Commerce of supports three privately operated ombudsman offices:
- The Long Term Care Ombuds Program (LTCOP)
- Office of Behavioral Health Advocates (OBHA)
- The Office of Developmental Disabilities Ombuds (ODDO)
The ombudsman receives and investigate complaints from individuals receiving long term care, behavioral health, or developmental disability services. Additionally, these offices educate both service providers and recipients on the rights of recipients, while also reporting out to the legislature recommendations on how to improve services statewide.
The Office of the Developmental Disabilities Ombuds (ODDO) is a private, independent office focused on improving the lives of persons with developmental disabilities in Washington State.
The team is comprised of staff experienced in serving the needs of people with developmental disabilities. ODDO has offices in Seattle, Spokane and Olympia.

The Washington State Long-Term Care Ombudsman advocates for residents of nursing homes, adult family homes, and assisted living facilities. LTCOP’s purpose is to protect and promote the Resident Rights guaranteed to long-term care residents under federal and state law and regulations.
The Office of Behavioral Health Advocacy (OBHA) can assist in resolving issues with behavioral health services in both mental health and substance use. In addition to assisting with complaints and grievances, Ombuds are also sources for community resource information and referrals for additional services.
