The Washington Department of Commerce, hereafter called “COMMERCE,” is initiating this Request for Proposals (RFP) to solicit Proposals from those qualified and interested in participating in a project to provide a study or studies to assess strategies necessary for the state of Washington to engage in the offshore wind supply chain, and identify economic, community, and workforce development opportunities resulting from Washington State’s participation in the offshore wind supply chain.
The Department of Commerce is seeking proposals to contract with a non-regulatory coalition to assess strategies necessary for the state of Washington to engage in the offshore wind supply chain.
The deliverable is a study which should include:
- An evaluation of specific opportunities to manufacturing, assembly, and transport supply chain components in Washington State, including existing and needed infrastructure, based on market assessment (65% of the scope of work),
- An assessment of workforce availability and future training needs, including skilled trade apprenticeship and technical college programs (20% of the scope of work),
- An assessment of the market for manufacturing, assembling and transporting offshore wind components, taking into consideration Washington State industries, competitor regions, and West Coast states’ and federal policies affecting the market for offshore wind components (10% of the scope of work),
- An assessment of potential economic and community benefits to Washington State resulting from participation in the offshore wind supply chain (5% of the scope of work).
The Department must provide a preliminary report summarizing the status of the studies to the governor and appropriate committees of the legislature by June, 2025 and a final report summarizing the findings by November 30, 2025.
