The Qualified Contractor Network (QCN) provides a searchable database for rebate recipients to find approved contractors in their area for IRA home energy rebate work. It also helps contractors navigate the rebate programs through training, marketing materials, and ongoing general support. Learn how to join the network and enjoy member benefits.

Before you can work on IRA Home Rebate projects, you must become a member of the Qualified Contractor Network. Your application will be reviewed for completeness, and a decision made within 14 business days.
Incomplete and rejected applications
Incomplete applications will be returned by email. You must respond within 10 business days to keep the application active. If the requested information is not received within 10 business days, your application will be rejected.
Applications may be considered incomplete or rejected for the following reasons:
- Certifications don’t match the work required.
- Licenses and certifications are expired.
- Missing LNI license for required work.
- Contractor does not have a valid Uniform Business Identifier (UBI) number.
- Invalid or expired insurance or surety bond.
- Contractor is on the Washington State Labor & Industries Debarred Contractors List or the U.S. Department of Treasury’s Do Not Pay list.
If an application is rejected, you will receive an email outlining why and possible next steps.
