The Washington Department of Commerce is soliciting proposals from qualified firms interested in developing an environmental justice toolkit for hydrogen project developers. The project concept originated from discussions with various stakeholders leading up to the 2024 legislative session and was subsequently included as a recommendation in a recent legislative report: Green Electrolytic Hydrogen and Renewable Fuels: Recommendations for Deployment in Washington.
The work will focus on providing guidance and steps that developers should take when planning hydrogen projects in Washington state. The toolkit should provide relevant context about environmental justice and community engagement while delivering a useable set of tools and recommendations that can help shape plans and decisions that impact hydrogen projects.
Project funding for this work will not exceed $200,000 and is provided through the state operating budget (Climate Commitment Account). Commerce expects to award one contract for this solicitation. Find more information in the RFP document (PDF).
