The Washington Department of Commerce, hereafter called «COMMERCE,” is initiating this Notice of Funding Opportunity (NOFO) to solicit Proposals from those qualified and interested in participating in planning activities to identify feasible measures to increase the resilience of communities in Whatcom County against future flooding of the Nooksack River in Whatcom County, such as the flooding resulting from the atmospheric river event in November 2021. This project is federally funded through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Resiliency Planning program.
The objective of the Resiliency Planning Program (hereafter called “Program”) is to reduce long-term risk and increase local resilience for communities in Whatcom County through Planning efforts that identify and prioritize projects that will mitigate damage caused by future Nooksack River flood events in Whatcom County. Planning Activities should include cost estimates for each mitigation project identified. Anticipated work includes determining the appropriate set of actions that will mitigate risk in the River’s overflow communities while not transferring it to the communities downstream, protecting those communities from overflow flooding vulnerability. In pursuit of that goal, Proposals that take a multi-jurisdictional approach to their Planning Activities will score higher on their Technical Proposal. Alternative analysis will determine the actions needed to move those projects forward into complete design, property acquisition, and construction.
