The federal Climate Pollution Reduction Grant Program (EPA.gov) is one of many federal funding opportunities created through the Inflation Reduction Act and run through the U.S. Environmental Protection Agency (EPA). This program provides grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas (GHG) emissions and other harmful air pollution.
This program consists of two phases:
- Phase 1: $250 million for noncompetitive planning grants
- Phase 2: $4.6 billion for competitive implementation grants

- Priority Climate Action Plan (PCAP) – Due March 1, 2024
- Regional GHG inventory
- List of priority GHG reduction measures
- Low-Income and Disadvantaged Communities (LIDAC) benefits analysis
- PCAP will define all activities that are eligible for Phase 2 implementation grants

Resources
Washington was awarded $3 million for Phase 1 on June 30, 2023. The Seattle/Tacoma/Bellevue Metropolitan Statistical Area was awarded $ 1 million to support climate planning for King, Kitsap, Pierce and Snohomish counties. Additionally, EPA Region 10 received 22 Tribal CPRG planning grants.
Washington State Department of Commerce and the Washington Department of Ecology received financial support from the EPA under an Assistance Agreement.
Washington will provide quarterly updates for the public to track the progress of planning activities.
