The Clean Buildings Performance Grants program offers competitive funding for energy efficiency improvements in both private and public buildings that are working towards complying with the Clean Buildings Performance Standard (CBPS). These grants aim to lower energy costs, reduce pollution and generate jobs throughout the state. They specifically support Tier 1 covered buildings as well as Tier 1 and Tier 2 covered public buildings. The program will be available starting January 1, 2025. Grants will reimburse building owners for costs associated with projects and services that help achieve compliance with the CBPS, such as:
- Energy efficiency retrofits
- Contracted services to assist with:
- Energy audits (for privately held buildings)
- Energy benchmarking
- Developing an energy management plan (EMP)
- Developing an operations and maintenance program (O&M)
- Professional accounting services
Request for applications (RFA) for Tier 1 Buildings and Tier 1 and Tier 2 public buildings
The Department of Commerce will be soliciting applications for Clean Building Performance grants. These funds will support Tier 1 covered buildings and Tier 1 and Tier 2 public buildings pursuing compliance with the CBPS. The single RFA will cover the two categories of grants:
- $25,000,000 for privately owned Tier 1 covered buildings
- $15,427,000 for Tier 1 and Tier 2 publicly owned buildings
Request for applications tentative schedule
- November 2024: Request for applications and application release
- December 2024: Pre-application conference
- January 2025: Application period closes
- February 2025: Awardees and non-awardees notified
Direct Appropriations
The following direct appropriations are included in the Clean Buildings Performance Grants program:
- $3,050,000 of the appropriation in this section is provided solely for the Spokane public facilities district.
- $773,000 of the appropriation in this section is provided solely for Spokane county energy efficiency upgrades.
- $750,000 of the appropriation in this section is provided solely for Tacoma fleet maintenance building decarbonization.
All appropriations are authorized under section 1029 of Engrossed Substitute Senate Bill 5949.
